Urgent measures to reduce waiting times for healthcare services. Art. 4 Paragraph 2. In every health and hospital company, it is imperative to guarantee a balance between institutional activities and freelance activities. No employee can devote more energy to freelance activities than to institutional duties. The general management of the company will strictly monitor, also applying severe measures such as suspension of the right to freelance activity, if necessary. Art. 7 Paragraph 1. The compensation paid for carrying out additional services is subject to a substitute tax of the personal income tax and regional and municipal surcharges equal to 15 percent. Paragraph 3. The costs for the implementation of this measure are estimated at 72.8 million euros for 2024, 131.5 million for 2025, 135.9 million for 2026 and 135.6 million per year from 2027 onwards. Paragraph 4. The costs of the additional services of the personnel are estimated at 15.6 million euros for 2024, 28.8 million for 2025, 30 million for 2026 and 29.9 million annually from 2027. But do they really think that a simple and embarrassing flat tax is enough to enhance our work? Why don't they grant us, as is already the case for doctors, the exclusivity allowance?
