Modernization of the public administration: merit, results and organizational culture

The Minister for Public Administration, Senator Paolo Zangrillo, has signed the directive on the measurement and evaluation of the performance of public employees. With this directive, the Minister intends, in his words, to overcome the criterion of seniority and competitive exams to introduce promotions and rewards at the indication of superiors, for the most virtuous and deserving. Our superiors will decide who are the most virtuous and deserving.

Superiors will evaluate:

  • The results achieved: the public employee will be evaluated based on the achievement of assigned objectives, measured in quantitative and qualitative terms.

  • Organizational behaviors: the public employee will also be evaluated based on their organizational behaviors, such as the ability to work in a team, to motivate people and to manage change, their availability.

  • Skills: the public employee will also be evaluated based on their technical and managerial skills.

    A leadership class that, from Covid to today, has made multiple mistakes, it is no coincidence that there is a real exodus from the NHS. These same managers will have to decide on the future and career progressions of public employees.

The alarm cry of healthcare professionals:

    The undersigned is increasingly convinced that we have no choice but to take to the streets and demand the centralization of the national health system. The Italian NHS is in crisis. Too many managers, too much waste, salaries stagnant for decades.
