Peo: Horizontal economic progressions of Public Employees

Many colleagues write to us and ask what PEOs are. Instead of replying individually to everyone, since so many of you are writing to us, we have decided to write a short article, hoping you will appreciate it, and if you have any other questions or need clarifications, feel free to contact us at lapaginadinursingup@yahoo.com

The PEOs, generally speaking, although there are very small differences from company to company, depending on union agreements..., constitute a system of advancement within the same category, with the aim of enhancing professionals with a higher salary for the same work performance.

Brunetta Decree:

- Public administrations selectively recognize the economic progressions referred to in Article 52, paragraph 1-bis, of Legislative Decree 30 March 2001, no. 165, as introduced by Article 62 of this decree, based on what is provided for by national and supplementary collective labor agreements and within the limits of available resources.

- Economic progressions are awarded selectively, to a limited share of employees, in relation to the development of professional skills and the individual and collective results recorded by the evaluation system.”

Art. 3 of CCNL 2006-2007: employees must have the requirement of a minimum period of stay in the current economic position equal to twenty-four months (in the same company).

In practice, horizontal economic progressions are awarded based on the economic resources actually available, selectively to a partial share of employees (no more than 50% of those entitled), in relation to the development of professional skills and the individual and collective results recorded by the current evaluation methodology.

As of today, 10/01/2022, the classification system is divided into four categories A, B, C and D.

CATEGORY A

This category includes workers with generic manual skills, knowledge acquired through direct experience on the job, for example a custodian, material transport.

CATEGORY B

Workers who have basic theoretical knowledge, compulsory schooling and training courses. Example: administrative assistant, kitchen worker.

CATEGORY C

Workers with in-depth single-specialty knowledge, high school diploma, several years of experience and need for updating. Example: surveyors

CATEGORY D

Workers who perform activities requiring high multi-specialty knowledge, a degree is necessary, several years of experience and frequent need for updating. High complexity, responsibility, relational skills. Example: nurses, pharmacists, etc.

For each category there are, as we all know, subcategories, D0, D1, D2,…

But do fixed-term staff have the right to participate in PEOs? Here is an ARAN note:

In the new CCNL 2016-2018 for healthcare sector personnel, art. 58, paragraph 7, (Economic and regulatory treatment of fixed-term staff), with broad and general wording, states that “In the event of permanent employment, periods of work with a fixed-term contract already performed by the employee at the same Company or Entity, with duties of the same profile and classification category, contribute to determining the work seniority that may be required for the application of certain contractual provisions.
