This letter is to highlight a very unpleasant situation reported to me by many C.P.S. Nurses, coming from the Latina area, to myself. It is not the first time that I advocate for the discomfort of nurses, originally from the province of Latina, perhaps also because I myself feel like a citizen of Pontina. Many of these professionals, employed in various ASLs and AOs in Northern Italy and elsewhere, participated in the NATIONAL VOLUNTARY MOBILITY NOTICE BETWEEN COMPANIES AND BODIES OF THE SSN, BY QUALIFICATIONS AND INTERVIEW, FOR THE COVERAGE, ON A FULL-TIME AND PERMANENT BASIS, for N. 50 POSITIONS OF PROFESSIONAL HEALTHCARE COLLABORATOR NURSE - Cat. D, AT THE A.S.L. OF LATINA announced with Resolution no. 254 of 22/03/2019, with the hope of finally being able to practice their profession in the ASL of their area of origin. After completing this public selection and publishing the merit ranking, the ASL of Latina proceeded with the resolution of the General Director 1039 of 10/09/2020 to hire 70 nurses instead of 50 (as per the notice) given the availability communicated by the Lazio Region, Regional Directorate and Socio-Health Integration, acquired at prot. Az nr 7964 of 27/02/2019. After this tranche of hiring the winners of the mobility notice, and after rectifying the final merit ranking (approved with resolution 1039 of 10/09/2020), the ASL of Latina set aside the remaining portion of the ranking consisting of a total of 362 eligible candidates. We know that on 21/01/2021, the same ASL published a Notice to internal staff for the stabilization of precarious staff, pursuant to art. 20 of Legislative Decree No. 75 of 25/05/2017 (Madia Law) in application of the new provisions of the 2020 Budget Law and art. 1 paragraph 8 D.L. Milleproroghe. ...which will not increase the workforce, since it concerns staff already in service and/or on the staff, even if on a fixed-term basis. The aforementioned ASL of Latina, hired 50 cps nurses, on a permanent basis (with resolution of the general director no. 91 of 25/01/2021) through the use of the ranking of the public competition for the full-time and permanent coverage of no. 258 positions of Cps nurses of the AOU "Sant'Andrea di Roma". The ASL of Latina is always rather original in hiring nursing staff. We have colleagues who are hoping for a transfer/mobility to the aforementioned ASL, but have been blocked for years, in other cities even in the same Lazio region. The cps nurses who participated in the national mobility notice, announced by the ASL of Latina, in addition to being trained and prepared professionals (after having spent many years of their careers in the most prestigious Italian healthcare institutions) placed their hopes of returning to their area of origin in this public selection. It is really very sad and discouraging to see how the ASL of Latina hesitates in hiring healthcare professionals into its staff, being aware of the healthcare objectives celebrated by the Lazio Region and all of Italy. Florence Nightingale said, already 200 years ago, that hospitals are only an intermediate stage of civilization, never meant "... to accommodate the entire sick population." We hope the day will come ... when every poor patient will have the opportunity to be cared for at home by a nurse at home. ...but at present, and with COVID, even community care has been a failure, with the consequent clogging of hospital facilities. The clogging also represents a strong epidemiological and/or infectious risk. The ASL has always preferred to instill a war among the poor, rather than solve a long-standing problem, that of staff shortages. We are convinced there is room for everyone, the same European Community states that Italy is short of 200,000 nurses, some of whom, at the moment, could be engaged in the administration of vaccines. Instead, excuses or alibis are sought, rather than hiring. ...and the territory of the Pontine ASL is quite large and extends up to the borders with Campania.
