Article 3, paragraph 1, of the Decree of the President of the Council of Ministers of December 17, 2020, introduced a contribution called “Freedom Income”, intended for women victims of violence, without children or with minor children, followed by anti-violence centers recognized by the regions and by social services in their paths out of violence, in order to help support their autonomy.
The measure, in fact, consists of an economic contribution, set at the maximum amount of 400 euros per month per person, granted in a single payment for a maximum of 12 months, aimed primarily at supporting expenses to ensure housing autonomy and the reacquisition of personal autonomy, as well as the educational and training path of minor sons or daughters.
The measure is also compatible with other income support instruments.
Recipients of the contribution are women residing in Italian territory who are Italian or EU citizens or, in the case of non-EU citizens, in possession of a valid residence permit, and foreign women with refugee status or subsidiary protection status.
With INPS circular November 8, 2021, no. 166 the Institute details the rules of the Freedom Income, specifying the requirements for access to the benefit, the tax regime, and compatibility with other support measures such as the Citizenship Income or other economic subsidies, even of a different nature (REM, NASpI, Wage Guarantee Fund, ANF, etc.).
Instructions are also provided for completing and submitting the application which must be submitted to INPS by interested women, directly or through a legal representative or delegate, through the Municipality of residence, using the form attached to the circular.
For municipal operators authorized to enter and transmit applications, the functionalities of the access procedure to the online service that will be specifically released on the website and the resulting operational and accounting procedures are illustrated.
Applications not accepted “due to insufficient budget” may be accepted at a later time.
