TE LA DO IO LA DIRIGENZA! PARTE SECONDA

INFERMIERI, autocompiacimento-dirigena,

TE LA DO IO LA DIRIGENZA! PARTE SECONDA

Nascono spontanee alcune domande: perché un personaggio di questo tipo viene invitato dalla FNOPI (pagata da tutti noi) a relazionare all’interno di un conve

The triumph of self-satisfaction

On the FNOPI website (http://www.fnopi.it/attualita/xi-conferenza-nazionale-delle-politiche-della-professione-i-video-le-sintesi-e-le-slide-della-giornata-id2670.htm) the videos of the speeches relating to the XI National Conference on Professional Policies are available. I invite you to watch them, especially those from the afternoon session, that is, those dealing with the topic that most concerns our management: the contract. The subtitle of this conference was “map of a path”; what does the word map make you think of if not a guide within an itinerary, to reach a hypothetical treasure as a goal? Let's see what the treasure is according to our management. What I want to draw attention to is the speech by Stefano Simonetti, whom some may remember for the stumble he had: https://www.lanazione.it/pistoia/cronaca/insegna-corruzione-dopo-condanna-1.724735

We can all make mistakes in life, but why invite him to speak at a FNOPI event (paid for by all of us) as an expert in contracts, already an ARAN negotiator now retired? At least enjoy the first few minutes in which his speech is introduced https://www.youtube.com/watch?v=kzirCTc25eA&feature=youtu.be (Healthcare management and CCNL: Essential contents in relation to the responsibility and specialization required by the system) and then immediately hit the target: the seat of all iniquity is art. 23 paragraph 2 of the “damned” decree no. 75 - 2017:

[…]

2. Pending what is provided for in paragraph 1, in order to ensure administrative simplification, enhancement of merit, quality of services and guarantee adequate levels of efficiency and cost-effectiveness of administrative action, while ensuring unchanged expenditure, from 10 January 2017, the total amount of resources allocated annually to supplementary pay for staff, including management level, of each of the public administrations referred to in Article 1, paragraph 2, of Legislative Decree 30 March 2001, no. 165, may not exceed the corresponding amount determined for the year 2016. From the aforementioned date, Article 1, paragraph 236, of Law 28 December 2015, no. 208 is repealed. For local authorities that were unable to allocate additional resources to supplementary bargaining in 2016 due to non-compliance with the 2015 internal stability pact, the total amount of resources referred to in the first period of this paragraph may not exceed the corresponding amount determined for 2015, reduced in proportion to the reduction in staff in service in 2016.

in summary, the prohibition on increasing funds for supplementary bargaining for each administration

This is the crux of the matter. Then, at the end of the day, comes the definition of “extraordinary” by Barbara Mangiacavalli, to qualify the speakers' interventions, particularly that of Stefano Simonetti. Some questions arise spontaneously: why is such a character invited by FNOPI (paid for by all of us) to speak at a conference? Could he really say things that only he knew? Was the speech given free of charge or for a fee? Personally, I hope for the first hypothesis and in the end: but whose idea was it to invite him? Evidently, we will never know. I happened to read online a passage by a colleague who, like me, enjoys trying to write something that can stimulate a bit of interest and further investigation. In the passage in question, it is written that it is time to make courageous choices (we have been living in this time for a while), massive hiring is needed, decent contracts for professionals, and that “our” FNOPI is «shouting its cry of pain at every table». Maybe, but personally, this cry and all this pain have not reached me; in any case, in this case, in Florence, no one shouted, the tones were decidedly calm and cordial, the will to achieve the set goal emerged with firmness and determination: how to have one's own contract that recognizes nursing management at 360 degrees.

So soon the magnificent 367 will get the emolument they have long been waiting for because they belong to healthcare management; let's make peace with it, nursing management has not been, is not, and will never be our ally in a leap in quality. We will have to think for ourselves, choosing the representatives we consider most worthy of our trust. The architecture of the future nursing growth will result in 7/8 years of university education, clinical and non-clinical specialties, then we will think about a contract that can somehow represent these super nurses within a limbo that will not be a sector, but neither management. In the meantime, the professionals who earn about €150,000 gross per year think about the future of the profession (Mangiacavalli is currently appointed at ASST Nord Milano as social-health director until 31/12/2023 and is simultaneously president of FNOPI, a position with emoluments that we cannot know. It is clear that, to fulfill two such positions, it is possible to split oneself without needing a particular amount of time), we work and fight for a better contract, maybe at the next renewal we will even be offered an increase of €50.00 gross per month and we will all be silent once again, or rather, better yet, we will run to complain in the ward kitchens.
